Subcontract Manager (Procurement) Fixed Term Contract – 6 months The Role An exciting opportunity has arisen for a Sub Contract Manager to join the Land & Air Systems team in Belfast. The jobholder will be fully responsible for the management of Sub Contracted suppliers within specified Thales Projects and said suppliers may be developing and delivering complex, high risk, high value equipment or services normally under specific Terms and Conditions. The job holder will be responsible for Sub Contract management across the end to end life cycle (e.g. Development – Bid – Contract – Execution) or a part thereof (e.g. only execution) depending on the business organisational model or the business case. The role will require frequent and close engagement of suppliers to ensure that requirements are executed in accordance with technical, program, cost and performance (quality and delivery) and commercial requirements. Although the role is assigned to Thales Belfast site, the job holder may be requested to support the function’s activities in other Thales sites across the UK and support supplier visits. This is an initial 6 month Fixed-Term Contract with a potential opportunity for extension or a permanent role Responsibilities of a Sub Contract Manager   Engage and communicate efficiently with internal Customers and Stakeholders as necessary in executing Supplier requirements. Be sole point of contact for all communications between Thales and the Supplier(s). Manage the procurement of all requirements for allocated Supplier(s) in full compliance to Thales processes with Sub Contracts and Purchase Orders. Manage, and be accountable for, the overall performance and compliance of the Supplier(s) including completing a Thales UK SPT (Supplier Performance Tool) report monthly. Ensure Supplier requirements are executed achieving favorable conditions and consistency with technical, program, cost and performance (quality and delivery) requirements. Manage the procurement of all requirements for allocated Supplier(s) in full compliance to Thales processes, including the use of E-Acquisition. Ensure relevant governance is complied with in accordance with Thales Chorus 2 processes. Monthly measurement of Supplier metrics and enforcement of contractual agreement where Key Performance Indicators are not being met. Record and report Savings Review and monitor supplier financial stability, identify risk areas prior to engagement and recognise trigger points where further analysis would be required. Support Category Management (CM & GCM) through PVet process for requirements of your Supplier(s).   Responsibilities in support of the Product/Project Phase Work with key stakeholders to ensure the release of Procurement Specifications, Statements of Work and requisitions to support project delivery. Validate target costs and all savings per work package. Work with the Project Procurement Manager (PPM) to contribute towards monthly procurement reporting to the Project, and contribute and support PPM on relevant bids. Contribute to the Procurement Risk Register, ensuring appropriate risk is captured and Supplier mitigation actions are undertaken and completed. Manage all procurement costs through the lifecycle of the project. Analyse costs of products and systems to identify focus areas or opportunities for reduction. Broad range of Procurement skills focused on: Needs Analysis, Design to Cost, Make-Team-Buy, Technical Interface Management, Supplier Management, Risk and Opportunity Management, Subcontract Management. Proven experience in mid to senior level procurement Track record of success in a similar role in relevant businesses or markets Interpersonal skills to optimise cross organisation working and to work effectively with Supplier(s). Use of Supplier Relationship and Performance Management techniques and measurement. MCIPS or equivalent qualifications in other disciplines (If no MCIPs then any job offer is subject to a commitment to attain) In line with Thales' Baseline Security requirements, candidates will be asked to provide evidence of identity, eligibility to work in the UK and employment and/or education history for up to three years.
