    Saudi Arabian Bechtel Company will provide project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”  



     



    NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”



     



    NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate and commercialize new technologies and enterprises in groundbreaking ways.

    Position Description: 



    The Project Estimating Specialist is a key contributor to the success of this project to help estimate major highways, bridges and mountain roads and related civil structures including tunnels, water and utilities including, piping and electrical systems that may tie-in with renewable power plants. As design progresses through the design definition phase, the estimator will coordinate quantity take-offs and develop market pricing data to update and refine the estimate for budget approval and subsequent bidding and award. The ideal candidate should be a proactive self-starter with a proven ability to work independently and efficiently, while also engaging closely with the client, design consultants, contractors. The Estimating Specialist responsibilities are:



     



    Job Responsibilities:



    ·      Applies his knowledge of urban infrastructure facilities including heavy civil highways, major roads, intersections, bridges and related transportation facilities and related utilities to assist regional industrial projects. May also assist estimate related to international airports, sports stadiums, and residential towers and building projects.



    ·      Reviews project scope documents and estimate details as provided by the design consultant including review and coordination of conceptual and detail estimates.



    ·      Examines and formalizes contractor and consultant estimates. Effectively presents estimate review package to Customer



    ·      Develops, prepares and reviews the conceptual scopes of estimates and studies when a definition is not available through a demonstrated ability to conceptualize the design of the finished product. Prepares specialized cost contingency analysis tools to compensate for an undefined scope.



    ·      Assist bid evaluation of cost and schedule criteria and prepares bid evaluations. May participate in discussions with vendors/contractors.



    ·      Review and evaluate contractor change orders and/or pricing. 



    ·      Prepares and reviews escalation calculations for estimates of complex jobs.



    ·      Along with the project team identifies ways to reduce project risk. Assesses the uncertainties associated with productivity, material pricing, wage rates, and quantity variation. 



    ·      May review contract drafts for adequacy of cost and scope definition, and coordinates development of all data in assist of negotiations.



    ·      Prepares, coordinates, and directs cost estimating presentations to Bechtel and client management, as required.



    ·      Interprets and executes policy, objectives, and standards applicable to cost estimating and cost analysis activities.



    ·      Assists proposal activities as required.



    ·      Performs or directs functional audits of project activities to ensure technical adequacy of project cost estimating activities as required.



    ·      Maintains liaison within a global business unit to coordinate work processes and procedures.



    ·      Develops and assists improvement measure institutionalization for the global business unit.



    ·      Serves as a subject matter expert within the global business unit.



     



    ES&H requirements:

    Job Qualification:



    ·      Experience with development and construction of major industrial and civil projects.



    ·      Has regional estimating and if familiar with the local market including Saudi Arabia and Middle East.



    ·      Experience and demonstrated skill in directing and writing cost estimate reports for customers and familiar with cost analysis of heavy civil and building projects.



    ·      Knowledge of statistical correlation and regression analysis of estimate variance, with an advanced understanding of how to apply real-world applications of statistical theory.



    ·      Skilled in providing direction, personnel administration, and training of technical and nontechnical personnel.



    ·      Familiar with regional quantification methods such as CESSM4 and NRM



    ·      Has excellent skills with estimating programs such as COSTX or similar estimating program.



    ·      Demonstrated skill in identifying, assessing, and solving problems.



     



    Grade 27 Qualifications




    • Bachelor’s degree in Engineering, Construction Management, or related field.

    • Minimum 13 years professional experience in project controls with emphasis on cost and project estimating. In lieu of degree, 19 years of related work experience required.



     



     



    Living and in Saudi Arabia: Bechtel employees are provided free accommodations in the company secured single status camp facilities in the Neom area near Sharma. The standard work week is 60hours per week. Single status employees are entitled to a rotation leave of 14 days after completing 8 weeks.
