    The BACS consortium is responsible for the design and build of Lines 1 and 2 of the Riyadh metro network. These two lines will form part of the six-line metro system that will run for a total length of 176 kilometers across the city and includes 85 stations.

    The scope of work on Lines 1 and 2 encompasses detailed structural, architectural and transit system design together with construction, testing, and commissioning of works.  Our scope also includes the procurement of all products and materials necessary to support project delivery. We are fully responsible for the design and integration of the transit systems and the civil infrastructure. Working from the Employers Requirements, the BACS consortium will manufacture, furnish, install, test and commission all components related to both the transit systems and the civil infrastructure.


    Line 1 stretches from north to south through the centre of Riyadh, along the Olaya-Batha corridor, covering 38 kilometers. The line includes 22 stations and 4 transfer stations where it will connect with other new metro lines.   Much of Line 1 will be underground. Line 2 runs east to west along King Abdullah Road and will be built mostly at grade (15km) with some elevated sections. This line extends more than 25 kilometers with 13 stations and 3 transfer stations.


    Job Summary:

    Provides principal support to the Claims Management team in the effective administration of:

    1. The prime contract between BACS and its customer as it relates to new claims;

    2. The Joint Venture Agreement(s) among CCC, Almabani, and Bechtel; and

    3. The Consortium agreement between CWJV and Siemens.

    The Contract Administrator assists the Project Claims Manager with establishing and implementing contracts administration procedures consistent with project guidelines.

      1. Reports directly to the Project Claims Manager

      2. Receives technical and functional guidance from Project Claims Manager

    2. Supervision Exercised

      1. May provide operational supervision as well as technical and functional guidance to Prime Contract Representative(s) and other contracts/claims personnel as assigned.

    3. Contacts

      1. Project Management, Contract Management, Engineering, and other functional managers such as Labor Relations, Health and Safety, Business Managers and their staff

      2. Customer’s Representative and project/contract staff

      3. Joint Venture Partners

      4. Consortium Partners

      5. Legal and Risk Management


    Essential Job Duties:

    1. With the project team, identify the contract baseline, including terms and conditions, specifications, drawings, estimate, proposal, schedule and other documents incorporated in the contract.

    2. Develop and maintain the Contract Management Responsibilities Matrix which records the Project Team’s agreed assignment of various contract management tasks;

    3. Establish and manage the Contract Requirements Action List identifying the specific contract actions and obligations of CWJV and the customer and the individual responsible for each action;

    4. Establish and manage a Contract Notice Requirements Action List which identifies the contractually required notices and the individual responsible for initiating each notice;

    5. Prepare an analysis of the Consortium Agreement general terms and conditions to highlight areas of potential risk such as ambiguities, omissions and conflicts; as work proceeds, assist project management and the Prime Claims Manager with mitigating those risks that arise; closely monitor and support remedial actions as necessary and recommend appropriate tradeoffs;

    6. Assist with the administration of the Project Change Control Board, incorporating the Pending Item Program, to provide a methodology to identify changes, quantify the additional time and compensation due the parties per the Consortium Agreement, define approval requirements and communicate changes;

    7. Work with Construction, Engineering, Procurement, Legal and Risk Management to during the development of claims, and assist in facilitating organizational interfaces between those performing (sub)contract formation and administration;

    8. Participate in project related meetings, work closely with Construction, Engineering, Procurement, and Project Controls, and review project financial data to:

      1. Ensure awareness of all project activities that may affect the Prime Contract or the Consortium Agreement;

      2. Identify opportunities for revenue enhancement, schedule relief and claim avoidance;

      3. Recommend appropriate actions to protect CWJV’s interest and/or improve project performance;

      4. Ensure compliance with prime contract terms and conditions;

    9. Develop a program to identify and prepare claims as they develop and direct the efforts to negotiate and resolve claims in coordination with the Claims Group and Legal Department;

    10. Responsible for adherence to contract insurance provisions and coordinates any requirements in this regard with responsible organization and Corporate Risk Management personnel;

    11. Work with Risk Management organization on any occurrences that may be covered by Customer or CWJV provided Insurance;

    12. Coordinate the handling of Consortium Agreement closeout requirements;

    13. Contribute to the development and delivery of ongoing training to address Consortium Agreement management principles, formation, administration and identification of claims;

    14. May perform similar duties on a retrospective basis while assigned to the Claims Group.


    Job Knowledge:

    Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering or equivalent experience

    Courses or experience in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling

    Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and either Bechtel, CCC, or Almabani policies, procedures and work practices
